The Coat of Arms of Montserrat
His Excellency the Governor, Mr Adrian Davis, is the representative of Her Majesty The Queen and is the Constitutional Head of State in Montserrat. The Constitution gives the Governor certain responsibilities which include oversight for external affairs, defence, internal security, the administration of the Courts, the financial services sector, elections and disaster management.
The Governor is assisted by a Deputy Governor, Mrs Sarita Francis, who is primarily responsible for the management of the public service. He also has a support staff of seven to assist in the discharge of these responsibilities and to enable him to carry out his programme of public functions. The support staff is a mixture of the Foreign Office and Department for International Development staff, locally employed Foreign Office and Department for International Development staff and Government of Montserrat staff.
The key area for the Governor's Office is to work with the Government of Montserrat to agree an investment package and associated commitments which could enable Montserrat to grow sustainably and ultimate to reduce financial dependency on the United Kingdom in the longer term.
Underpinning this key area is ensuring the effective functioning of the police and the justice system; having in place a pro-active and well-prepared disaster management system; and ensuring effective and top-class monitoring of the day to day safety and security issues associated with the Soufriere Hills volcano.
